After enabling the voting system to the public players I got lots of complaints.
So I decide !vote is now member only. the only commands public users can use of the vote system is now !yes, !no and !pass. Why? When a activator activates that is NOT reason to vote a ban on him -_-''. So we are trusting our members with this function if it appears or members can't handle this permissions the vote system will be disabled again for everyone!
